General Engineer

Performs Planning/Design Work. Determines requirements, reconnaissance, location, and prepares designs, specifications and estimates. Applies broad knowledge of the conventional methods, precedents, and standards. Conducts investigations to develop improved design of materials and methods. Explores background information and consults with supervisor in evaluating information and selecting approaches to study the issue. Prepares designs characterized by a variety of conditions. Prepares original designs and preliminary and final layouts. Coordinates assignments with other agency engineers and architects responsible for related features. Reviews architect-engineer plans and specifications for adequacy and feasibility. Provides Professional Engineering/Architectural Advice. Provides professional advice to peers, subordinates or non-professional administrators or managers. Provides professional advisory services to managers and administrators. Advice covers complex situations that require adaption or modification of precedents typical of the work environment. Conducts investigations to obtain factual information pertaining to the issue. Explores background information and consults with supervisor in evaluating information oversight and/or project management for construction or maintenance efforts. Performs Construction Administration Work. Performs scheduling and layout of operations, and inspection and surveillance of materials, methods, and equipment used in construction. Develops competitive bidding cost estimates for a variety of projects of multiple-use nature, or projects in different geographic locations thus presenting different physical or cultural considerations. Investigates a variety of problems experienced in construction requiring modification in the original design. Coordinates with the designer and contractor in making design changes. Assures quality control and adequacy of contractor's operations and confers with contractor to obtain corrective action. Reviews contractor's progress charts and conducts field surveys to verify fulfillment of obligations. Administers payments to the contractor. Performs Maintenance Administration Work. Provides guidance, development, and coordination for the planning, design, and oversight of maintenance projects. Develops competitive bidding estimates for a variety of maintenance projects of multiple-use nature, or projects in different geographical locations thus presenting different physical or cultural considerations. Investigates a variety of problems relating to performance of maintenance requiring modification in the original maintenance design. Coordinates with the designer and contractor in making design changes. Assures quality control and adequacy of contractor's operations and confers with contractor to obtain corrective action. Reviews contractor's progress charts and conducts field surveys to verify fulfillment of obligations. Administers payments to the contractor. Oversees, directs, or administers the development, production, and or maintenance of materials, components, equipment, or other systems or sub-systems. Conducts and/or provides professional advisory services pertaining to the observation, examination, measurement, analysis, mapping and description of physical and cultural features ad phenomena. The work is primarily sedentary, although some physical effort may be required, e.g., walking, standing, carrying light items such as manuals or briefcases, or driving or traveling by motor vehicle. Promotion Potential:
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. To qualify for this position, applicants must meet all requirements by the closing date of this announcement. You may qualify based on your experience and/or education as described below Basic Requirements:
A. Degree:
Engineering:
A bachelor's degree (or higher) in professional engineering from an accredited college or university. To be acceptable, the curriculum must, (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics:
(a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. (Transcripts Required) -OR- B. Combination of Education and Experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1.) Professional Registration -- Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Boards eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. (Copy of current registration required) -OR- -2.) Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. (Documentation Required) -OR- 3.) Specified Academic Courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A. (Transcript Required) -OR- 4.) Related Curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g. engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be acceptable in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. One year of specialized experience (equivalent to the GS-05 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. GS-09 grade level:
One year of specialized experience (equivalent to the GS-07 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. GS-11 grade level:
One year of specialized experience (equivalent to the GS-09 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes:
Extensive experience in general engineering principles and practices applicable to managing all facets of the design and construction activities of a large complex medical facility. Ability to determine requirements, reconnaissance, location, and prepares designs, specifications, and estimates. Ability to provide professional oversight and/or project management for construction or maintenance efforts. Ability to perform scheduling and layout of operation, inspection, surveillance of materials, methods, and equipment used in construction. Ability to prepare detailed cost estimates for use in obtaining project funding and bid evaluation. Ability to prepare correspondence, technical reports, estimates, fact sheets, status reports and schedules as required to complete assignments. Ability to consult with contractor personnel to resolve difficult and complex unforeseen problems and latent conditions developing during construction. Prepares sketches or changes drawings and specifications solving the problem and incorporates these change documents into the contract performance documents. Ability to provide guidance, development and coordination for the planning, design and oversight of maintenance projects. Candidate must possess extensive knowledge in two or more professional engineering disciplines (mechanical or electrical engineering degree preferred) involving construction, energy applications, planning, cost factors and standard construction trade practices. Registration as a Professional Engineer is also preferred. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
