Administrative Officer

Policy:
Assesses the impact of proposed plans on budget and operations and analyzes for consistency and integration with goals and objectives. Keeps ACOS/R&D and facility management informed of potential problems and resolves implementation problems with appropriate officials. Develops measurements to evaluate and perform continuous appraisal of the utilization of command resources in accomplishing program objectives and goals. Manages the development of policy changes in response to changes in levels of appropriations or other legislated changes. Budget and Fiscal Operations:
Serves as the Chief Financial Officer (CFO) for R&D, responsible for its overall fiscal and budgetary integrity. Prepares budget estimates, fiscal and program operating plans, budget requests, analyses and justifications. Establishes and monitors R&D processes designed to assure the proper accounting of funds obtained through local and external sources. Prepares summary information, with accompanying details, for use by the ACOS/R&D and facility management. Director of Administrative Staff:
Sets priorities; coordinates work operations; develops internal procedures to ensure employees are informed on appropriate aspects of various programs; develops position descriptions, selects staff, writes performance standards, and evaluates performance; manages administrative aspects of supervision (promotion, discipline, leave, training). Plans and organizes R&D functions and negotiate effectively with upper management and Principal Investigators to accept and implement recommendations. Monitors R&D Service personnel, financial and administrative operations, to achieve the desired results of supporting the scientific and regulatory needs of the research program. Personnel Management:
Serves as the Personnel Coordinator for R&D. Responsible for FTE projection, allocation and management; work organization; performance evaluation system; training; and management of disciplinary actions and awards program. Assures that requests for staffing are in accordance with assigned allocations determined in the budget process, meet good position management requirements and support the goals of R&D. Accreditation Program Management/Human Subjects' Protection:
Maintains compliance with accrediting agencies as well as VA and other inspection offices is critical to provide the highest quality of patient care and maintaining high standards for research investigation. Represents the Research Service on all matters under inspection by the VA Office of Research Oversight (ORO), Office of Research and Development (ORD), Association for Assessment and Accreditation of Laboratory Animal Care International (AAALAC), Office of Inspector General (OIG), Food and Drug Administration (FDA), Environmental Protection Agency (EPA), Occupational Safety and Health Administration (OSHA) and other national and local regulatory agencies. Human Subjects' Protection:
Serves as the Human Research Protection Program administrator and has day-to-day responsibility for the program, including, but not limited to:
assisting in the development of policies and procedures for the protection of human subjects; determining, in conjunction with the Research Compliance Officer, the type and scope of human subjects' protection training needed for R&D personnel, in accordance with VA and federal requirements. Maintains an effective credentialing process for all individuals involved in human subjects' research. Maintains accurate, up-to-date records of training and certification of investigators and other appropriate research staff in the protection of human research subjects. Work Schedule:

To be creditable, this experience must have been equivalent to the next lower grade level in the normal line of progression for the occupation in Federal service. Applicants must have one (1) year of specialized experience that includes:
Skills with advanced management and organizational principles and practices along with a comprehensive knowledge of planning, programming and budgeting regulations, guidelines and process to develop long-range (5 year) and short-range planning guidance in accordance with broad research program scientific needs, objectives and policies; understanding of analytical and evaluative methods plus a thorough understanding of how scientific and regulatory programs are administered to select and apply appropriate program evaluation or in measuring and evaluating scientific program accomplishment; skills in formulation, writing, and implementation of policies and procedures for delivery of services, whether through existing programmatic activities and staffing; understanding of the scientific basis of research, grant writing and program development; ability to direct the operations of this program, which requires extraordinary communication and interpersonal skills; and having the ability to adapt and change priorities on a continuing basis. -OR- SUBSTITUTION OF EDUCATION FOR
Experience:
Having successful completion of three (3) years of graduate education leading to a Ph.D. degree, or a equivalent doctoral degree, or LL.M., if related; such a degree that demonstrates the knowledge, skills, and abilities necessary to do the work. (TRANSCRIPTS REQUIRED) -OR- COMBINING EDUCATION AND

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
