Chief SPS-Supervisory Medical Supply Technician (Sterile Processing)

The Chief is responsible for all activities that occur in the department. The Chief periodically checks the quality of the work being produced on each tour. The Chief serves as the RME processing expert and develops periodic reports to management and key committees including the Environment of Care, Infection Control, RME purchasing. Additionally, the Chief will report any problems to the VAMC that could impact patient care activities including OR, Dental, GI, etc. Reusable Medical Equipment (RME) The Chief, SPS must be familiar with all of the duties performed in SPS as well as standard operating procedures and manufacturers guidelines. The Chief, SPS is the subject matter expert and have experience in all highly complex processes to determine effectiveness of the staff. Supervisory Controls:
The employee is under the supervision of the VAMC Nurse Executive.The Chief assigns work, through the SPS lead MSTs and supervisors, with standing instructions on objectives, priorities, and deadlines, and provides guidance for unusually complex situations. The Chief works independently or as team member with other Service Chiefs within the VAMC in both clinical and administrative Services. The Chief is the VAMC expert on all aspects of sterile processing and is called upon by superiors, peers, supervisors and employees with SPS for advice and guidance. The Chief, as a quality control measure, periodically evaluates completed work for overall technical soundness and conformance to agency policies through competency assessment utilizing simulation, direct observation and verbal responses from the incumbent. Implements and incorporates regulations, policies and procedures to manage SPS operations Evaluates new products and equipment, develops options and makes recommendations to senior VAMC management for approval. Integrates SPS managerial duties, which includes strategic planning of facility organizational goals and integrates SPS vision and values with the organizational mission Performs a full range of supervisor duties, including assigning, planning and evaluating work, recommends awards, approves leave, identifies training needs and resolves staff issues Initiates and leads interdisciplinary groups in order to facilitate daily SPS functions Analyzes and interprets fiscal data in order to forecast resource and equipment needs. Initiates appropriate actions concerning employee injury, working conditions, safety, and replace of equipment. Provides updates to the Nurse Executive on staff performance, progress, training needs, and disciplinary problems. Makes suggestions to management in regards to additional training, assignments, and recognition. The incumbent reviews work performed and has the authority to reject any products not meeting established quality standards or cannot be verified as being processed appropriately. Resolves processing concerns and questions, and oversees the accomplishment of all rework. Performs competency assessments on staff on a recurring basis. Demonstrates a clear understanding of performing quality testing of equipment and processes, review documentation, and responds to any issues that occur. MSTs must be proficient in spoken and written English in accordance with chapter 3, section A, paragraph 3j, this part. Education. Four academic years above high school leading to a Bachelor's degree with at least 12 semester hours in courses related to the occupation or Bachelor's degree. Creditable Experience Knowledge of Current MST Practices. To be creditable, the experience must have demonstrated the knowledge, skills and abilities (KSAs) associated with MST responsibilities. Experience satisfying this requirement may be paid/non-paid employment as a MST. Quality of Experience. Qualifying experience must be at a level comparable to MST experience at the next lower grade level of the position being filled. For all assignments above the full performance level, the higher-level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time. Part-Time Experience. Part-time experience as a MST is creditable according to its relationship to the full-time workweek. For example, a MST employed 20 hours a week, or on a time basis would receive 1 full-time workweek for 2 weeks of service. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). GS-10 Supervisory Medical Supply Technician (Sterile Processing) - Chief (a) Experience. One year of experience at the next lower grade level of a GS-9. The experience would be defined as ability to plan and project staffing needs and requirements. Ability to manage, interact and deal with individuals of varying backgrounds. Ability to manage, direct and adapt work to accomplish program goals and objectives, and meet new and changing program requirements. Ability to develop and recommend new or revised policies that are consistent with organizational goals and objectives. Ability to perform a full range of supervisory duties, including assigning, planning and evaluating work, recommending awards, approving leave, identifying training needs, and resolving staff issues. Ability to evaluate new products and equipment, develop options, and make recommendations. Ability to manage, interpret, and present fiscal data (i.e. fund controls, contracts and equipment expenditures), forecast resource and equipment needs and administer an allocated budget. AND (b) Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate the following KSAs:

Assignment. The Chief has the overall responsibility for the supervision, administrative management and direction of the SPS. Ensures SPS functions are in compliance with all regulatory mandates. Forecasts, plans, develops and manages the SPS program. Manages SPS personnel and serves as liaison between SPS and other departments. Maintains effective interdepartmental relationships, coordinates and resolves problems, and ensures cooperation with other programs and services. Manages the overall SPS budget including determining resource needs, allocating resources, and ensuring proper utilization in productivity, efficiency and cost effectiveness of SPS operations. Formulates objectives, develops priorities and implements plans that support organizational goals. Ensures operations are in compliance with all safety, regulatory and accrediting requirements. In addition to management responsibilities performed in an administrative office, work can sometimes be performed in various settings:
intake, decontamination, preparation, clean sterile supply (preparation), out take, and in other services and departments throughout the medical facility/campus. The incumbent may be required to work in areas that are hot, cold, drafty and poorly lighted. The employee is subject to the possibility of exposure to toxic and caustic chemicals, slips and trips, scrapes, cuts, bruises, and other injuries from material handling equipment. The work requires standing and walking during the entire workday and frequent bending and lifting of packages (occasionally weighing as much as 50 pounds).
