The incumbent promotes efficiency among the staff by giving specific assigned duties and training for new procedures through explanation, demonstration and supervised practice or making recommendations on the basis of technical disciplines. He/she will evaluate staff performance against preset standards. The responsibility includes development of performance standards, developing job descriptions, evaluating work performance, counseling of employees whose performance is marginal or unsatisfactory, initiating disciplinary actions when necessary. Identifies areas of weakness in the staff and provides training to improve individual performance. He/she develops and maintains a career development program for laboratory personnel, identifies training needs and arranges for and conducts in-service training. The incumbent initiates and/or recommends personnel actions such as firing, hiring promoting, transferring and disciplining. The incumbent maintains or directs maintenance of records related to quality, production and personnel. The incumbent enforces all Medical Center regulations and maintains harmonious relations among the staff. The incumbent is responsible for maintaining adequate staffing by 0601 Histopathology Technologists in the Histology Department 5 days a week during the Administrative tour of duty. The incumbent implements, maintains, and evaluates procedure and policies in Anatomic Pathology to ensure compliance with accrediting agency standards (College of American Pathologists and TJC). Evaluates, modifies, or adapts new methods or revises standard techniques to improve or expand quantitativeness, accuracy, precision, specificity, or proficiency of analyses. Compares new methods with existing or reference methods by performance and suitability (analysis of cost, convenience, and efficiency). Assesses advances in the field for relevance to the practice of Histologic and Cytologic studies. Develops procedures and establishes parameters for correlation of tests results and preset troubleshooting protocols. Defines reference values/ranges using statistical methods; sets up and monitors record keeping systems and effective quality control procedures. Identifies/implement changes needed in the quality assurance program. Is responsible for procurement of supplies, equipment and instrumentation and assures compliance with budgetary limitations. Evaluates and advises on contract services. Selects media, reagents and supplies to be purchased from manufacturers, and maintains appropriate inventory controls to monitor their consumption. Maintains records of all quality control (reagents and equipment) procedures performed in the department. The incumbent devises program plans for the immediate and long-range development of the section, by reviewing and evaluating the validity and effectiveness of existing programs. checks Laboratory work in progress, technical procedures and provides assistance in areas where difficulty is encountered by technical personnel. Histology, Cytology, Autopsy, Telepathology and Research are rapidly changing fields with new developments and techniques constantly evolving which require continuing education and training. Incumbent provides guidance and training to staff and in-service education on new equipment and techniques. As the Supervisory Histopathology Technologist, the incumbent acts as administrative consultant and advisor to employees of PLMS and as a technical advisor to clinical services and other hospital organizations regarding student training. The incumbent performs related administrative assignments necessary to the achievement of the program goals of the service. He/she is in daily contact with physicians, other professional and technical personnel, management officials and affiliates for all aspects of histologic and cytologic testing performed on-site and or sent to reference laboratories for testing and consult. As workload dictates, he/she has personal contacts with patients to give or exchange information, to provide services to resolve problems to motivate, influence and to justify matters pertaining to the operation of the service. He/she is in daily contact with physicians, other professional and technical personnel, management officials and affiliates for all aspects of histologic and cytologic testing performed on-site and or sent to reference laboratories for testing and consult. As workload dictates, he/she has personal contacts with patients to give or exchange information, to provide services to resolve problems to motivate, influence and to justify matters pertaining to the operation of the service. 00 p.m. Knowledge of Federal and state laws, regulations, and accrediting/regulatory requirements, in order to develop plans and procedures for the laboratory. Skill in communicating with individuals to obtain the desired effect, ensuring compliance with established policies, regulations, and procedures. Ability to perform the full range of supervisory duties, which includes responsibility for assignment of work, performance evaluations, selection of staff, recommendation of awards, advancements, and disciplinary actions. Knowledge of laboratory quality management procedures and principles sufficient to establish and monitor a laboratory quality management program, in addition to educating and training the laboratory staff. Demonstrated leadership and managerial skills, including skill in interpersonal relations and conflict resolution, to interact with employees, team leaders, and managers. Ability to plan, organize, set short-term and/or long-term goals, and conduct studies on technical and administrative problems, including personnel shortages, organizational structure, and new technology Basic Requirements:

(1) Successful completion of a full four-year course of study from an accredited college or university, leading to a bachelor's or higher degree, that included a major study in an academic field related to health sciences or allied sciences appropriate to the work of a histopathology technologist, such as, but not limited to clinical biology, microbiology, physiology, pre-medical, medical lab technology, chemistry, immunology, physiology, anatomy; OR (2) Baccalaureate degree from a regionally accredited college/university with a combination of 30 semester hours (45 quarter hours) of biology and chemistry (must include credit hours in both); OR (3) Successful completion of two years of progressively higher level graduate education, leading to a master's degree or equivalent graduate degree, with a major study in an academic field related to health sciences or allied sciences appropriate to the position of histopathology technologist, such as clinical biology, microbiology, physiology, premedical, medical lab technology, chemistry, immunology, physiology, anatomy. (2) Certification:
Candidates must currently possess the histotechnologist (HTL) certification given by the ASCP Board of Certification. The ASCP requires completion of one of the following for a candidate to be considered board eligible to take the certification exam:
(a) Successful completion of a histotechnician or histotechnology program accredited by the National Accrediting Agency for Clinical Laboratory Science (NAACLS); OR, (b) One year of full time experience in all of the following:
fixation, embedding, microtomy, processing, and staining in a histopathology (clinical, veterinary, industry, or research) laboratory. Specialize Experience/Education:
Must meet one of the following:
(a) One year of creditable experience equivalent to the GS-9 grade level, which is directly related to the position to be filled; or (b) Three full years of progressively higher-level graduate education that included a clinical practicum; or (c) A Ph.D. or equivalent doctoral degree in histopathology technology, or a directly related field that included a clinical practicum.
