Below are the tasks and duties for the Mail Clerk:
Apply knowledge of the functions and organizational structure of the facility services. Process outgoing mail, checking for presence of indicated enclosures and proper format to make sure customers receive their mail in a secure and proper manner. Maintain control of special mail services. Make scheduled mail runs and conduct pickup and deliveries-interact with customers. Processes, opens, date stamps, presorts, classifies and routes incoming mail and materials. Knowledge of U.S. Postal Service regulations related to rates, class of mail, service types. Maintain familiarity with U.S.P.S. domestic and internal mail manuals. Knowledge of services provided by express mail delivery contract companies such as Federal Express, United Parcel Service, DHL, etc. Knowledge and ability to use mailroom processing equipment such as mail metering equipment with accounting software, letter folder, inserter, paper cutter, envelope sealer, etc. Familiar with networked mail software programs. Ability to perform minor maintenance as required keeping the machines functioning properly, replenishing levels of ink, paper, envelopes, toner, etc. Ability to monitor equipment during operation to avoid and/or clear jams. Clerical Knowledge of filing, typing, entering data, maintaining records, taking shorthand, and using and completing forms. Process and maintain records of various types of mail, including express, registered, insured, priority, reply and certified. Maintain logs and records of mail and special items received and/or distributed. Apply filing processes, systems and procedures to establish and maintain file. Processes and sorts mail received and sent to the facility including registered, certified, insured, and next day delivery items. Promotion Potential:
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note:

Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
including processing incoming , outgoing and intra-station mail including the processing of express mail, certified mail, business reply mail and ground shipment of bulk items. OR, Substitution of Education for
Experience:
Successfully completion of 4 years of education above the high school level. This education must have been obtained in an accredited business, secretarial, or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial and technical school. Experience:
Equivalent combination of successfully completed post-high school education and experience may be used to meet the total experience requirement at the GS-5 grade level. Education must be in access of first 2 year of post-high school education to be considered as described in experience and education. Transcripts Required. Experience:
You must possess one full year of progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position Mail and File Clerk position. OR. Education:
You must have successfully completed two (2) years above high school level in any field for which high school graduation or the equivalent is the normal prerequisite. The work consists of prolonged standing, walking, stooping, bending, and lifting to transport file records, supplies, equipment, heavy packages and mail bags weighing over 50 pounds. Heavier items are moved with weight handling equipment or with assistance from co-workers. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
