Program Specialist

Major duties and responsibilities include:
Performs a variety of administrative and management duties associated with executing and maintaining the Safety and Security Program (RSSP) and Animal Care and Use (ACUP) Program within Research & Development. Reviews and implements policies and objectives related to VHA regulatory guidance in laboratories. Recommends improvements and corrections to current policies and procedures based on independent analysis of governing regulations. Provides administrative management, guidance, and direction to the Committee Co-Chairpersons of the Subcommittee on Research Safety (SRS); Institutional Animal Care and Use Committee (IACUC); and Institutional Biosafety Committee (IBC) members, VA Northport researchers, nurse and study coordinators, research assistants and Community Representatives. Works independently and exercises sound judgment and decision-making with regard to matters of compliance and assurance. Evaluates and analyzes, on a quantitative and/or qualitative basis, the effectiveness of RSSP and ACUP operations. Receives and screens all research study applications with respect to Safety and Security and Animal Care and Use guidelines; provides guidance to primary investigators, study coordinators, nurse coordinators, and research assistants on the required documentation. Examines and prepares documentation of all activities of the SRS, IACUC and IBC. Analyzes committee performance data to identify issues related to (1) Research Safety and Animal Welfare, (2) Compliance and reporting requirements, (3) Safety, Security, Chemical Hygiene, Emergency Preparedness and Animal Program training requirements, (4) Accreditation, (5) Committee membership requirements, (6) Budgetary support for Research service (7) Records retention, and (8) Data management plans. Develops training materials, presentation and information packages. Provides legal documentation, including planning, agendas, minutes, committee actions, and all other documentation required by applicable VA, federal and state statutes. Develops procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems and line or operating programs. Generates formal reports of audits, submit reports to the subcommittees and R&D Committee for information and review, soliciting recommendations as applicable. Performs office automation duties using software applications such as Word, electronic mail, calendar, spreadsheet, and database. Integrates several types of software to generate specific working documents and forms. Uses software to prepare such material as correspondence, reports, surveys charts, graphs, tables, etc. from information provided by supervisor and staff. Other related duties as assigned. This is a TERM appointment (not-to-exceed 4 years). Term appointments are non-status, nonpermanent appointments of limited duration. Experience:
One year of specialized experience, equivalent to the GS-07 level in the Federal service, that equipped you with the particular knowledge, skills, and abilities (KSA's) needed to successfully perform the duties of the position and that is typically in or related to this Program Specialist position to be filled. Specialized experience for the position includes performing administrative support in a medical or research setting to include maintaining electronic data; compiling and preparing correspondence and reports; scheduling meetings; developing agendas and preparing minutes. Experience:
Successful completion of a master's or equivalent graduate degree or two (2) full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. (COPY OF TRANSCRIPTS ARE REQUIRED AT TIME OF APPLICATION) OR COMBINATION OF EXPERIENCE AND EDUCATION:
Equivalent combinations of successfully completed post-high school education and specialized experience to meet total qualification requirements at the GS-09 level for this series. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
