Supervisory General Engineer

The duties of the position include but are not limited to; Create and review a Utility Management Plan for a Medical Center. Manage the maintenance and repair program to support the Utility Management Plan by ensuring an annual risk assessment of all Building Service Equipment and ensuring that all items are being addressed through preventive maintenance work orders. Supervise maintenance and repair, plant operation, and construction activities at a facility or major division. Provides guidance, development and coordination for the planning, design, and oversight of maintenance projects. Update as-built drawings using Autocad. Perform Engineering technical review of construction drawings and specifications. Issues performance standards, mid-year and annual reviews to subordinate staff. Issues progressive discipline when needed. Reviews position descriptions of subordinate staff and assists human resources in the recruitment of Facility Management staff. Prepares performance standards and evaluates subordinate employees. Gives advice, counsel, or instruction to employees. Provides hearings and resolves group grievances or serious employee complaints. Reviews and approves serious disciplinary actions involving subordinates. Perform Contract management as a Contracting Officer Representative. Create, monitor and track the maintenance and repair budgets for the Facility Management Service. Monitor and track contract invoices. Create project scopes, drawings and specifications for non-recurring maintenance construction projects. Plans and procures Leased property to support the Medical Center. Develop contingency plans, management of equipment recalls, and efficient management of corrective repairs Oversees planning, direction and timely execution of work. Develops policy to respond to changing needs, funding and regulations. Initiate and approve allocation and distribution of funds in Operational budgets. Advises management officials and other Service Chiefs as it relates to the Environment of Care. Communicates effectively both orally and in writing. Uses computer systems and software (Excel, Word, Power Point, Access, Outlook, GSA database, Autocad, Maximo, Siemens Apogee, and VISTA. Provide clear summaries and communicate at a level appropriate for the intended audience. Document deficiencies to program requirements for maintenance and operations systems. Supervisory General Engineer/ 20E68-O To qualify for this position, applicants must meet all requirements by the closing date of this announcement 12/30/2020. BASIC REQUIREMENT:
A bachelor's degree in professional engineering from a school of engineering whose curriculum is accredited by the Accreditation Board for Engineering and Technology (ABET), or included differential and integral calculus and courses (more advanced than first-year physics and chemistry) in FIVE of the following seven areas of engineering science or physics:
(a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields; (f) nature and properties of materials (relating particle and aggregate structure to properties); (g) any other comparable area of fundamental engineering science or physics such as optics, heat transfer, soil mechanics, or electronics. You must submit copies of your transcripts so that this educational requirement can be verified. OR A combination of education and experience, i.e. college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
(1) Coordination of the Maintenance and Operations section, (2) Conducts continual program reviews and makes recommendations to the Service Chief for process changes, improvements and modifications, (3) periodically reviews major utility systems and associated equipment to assure compliance with regulations and standards; and operate at highest performance and efficiency all equipment to maximize output in relation to energy performance goals, (4) incumbent carries out planning activities that are requested by the Service Chief. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
