General Engineer (Structural Engineer)

The duties of the position include but are not limited to; - Brings any unsafe conditions or acts to the contractor's attention for immediate resolution. - Oversees the work progress of contractors and ensures his/her adherence to the ongoing sustainability and conservation of natural resources, in particular, water and electric conservation. - Acts as Project Section Supervisor in his/her absence, assuming full responsibility for the administration of all projects. - Coordinates various engineering activities with other administrative and clinical services in the medical center. - Plans and schedules various phases to achieve proper coordination with minimum interruption of patient service. - Uses of computerized drafting, equipment, and full-size drawing production/reproduction, such as the latest in AutoCAD. - Complies with all applicable Federal, State and Local codes and manuals for construction in the fields of electrical, sanitary, civil and safety engineering. - Reviews contractor qualifications, proposals, presentations. - Accounts for large construction projects. - Maintains Quality Improvement process that encompasses VA and accrediting body standards. - Makes administrative and technical decisions related to managing the assigned projects and for the expeditious completion of the projects. - Makes decisions regarding alternatives and adaptations of engineering principles. - Provides professional engineering advice to operating officials and top management such as is necessary connection with proposal for the construction and/or alteration of existing areas. - Prepares project cost estimates and tracks contractor performance and quality and negotiates project changes as needed. - Ensures compliance with contracts and regulatory requirements and budgets, experience with COR training. - Works on design teams, using flow diagrams, conceptual layouts, and construction estimation. - Coordinates multiple construction disciplines in multiple locations at the same time. - Identifies problems and monitor progress made toward resolving these problems. - Develops solutions which involve redesign to provide for consideration of floor-load capacity, maximum space utilization. - Reviews and formulates corrective actions for construction design oversights in general construction for specialized areas of an acute care hospital. - Perform any other assigned tasks as required. General Engineer (Structural Engineer)/ 02879A To qualify for this position, applicants must meet all requirements by the closing date of this announcement 12/10/2020. BASIC REQUIREMENT:
A bachelor's degree in professional engineering from a school of engineering whose curriculum is accredited by the Accreditation Board for Engineering and Technology (ABET), or included differential and integral calculus and courses (more advanced than first-year physics and chemistry) in FIVE of the following seven areas of engineering science or physics:
(a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields; (f) nature and properties of materials (relating particle and aggregate structure to properties); (g) any other comparable area of fundamental engineering science or physics such as optics, heat transfer, soil mechanics, or electronics. You must submit copies of your transcripts so that this educational requirement can be verified. OR A combination of education and experience, i.e. college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. ( The adequacy of such background is described in the qualifications section of this announcement. One year of specialized, professional engineering experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of the position. To be creditable, specialized experience must have been equivalent to at least the GS-11 level of Federal service. The professional engineering experience required is defined as non-routine engineering work that required and was characterized by (1) professional knowledge of engineering; (2) professional ability to apply such knowledge to engineering problems; and (3) positive and continuing development of professional knowledge and ability. Such engineering experience would include experience with various disciplines of engineering including:
civil, electrical, mechanical, architectural, electronic and biomedical engineering; and demonstrated experience successfully running an engineering construction project from conception to completion. NOTE:
Experience must be fully documented on your resume and must include job title, duties, month & year starting and ending dates AND hours worked per week. Your experience must be detailed in your resume to receive full credit. In addition the experience requirements it is preferred the candidate specializes in Structural Engineering. A Quality Ranking Factor has been requested by the facility to help determine which of the basically qualified applicants are likely to be better qualified for a position. The quality ranking factor for this position is:
- Experience working as a General Engineer developing and reviewing contract plans and specifications for projects within a hospital / medical center environment. Quality Ranking Factors are skills, knowledge, abilities, or other worker characteristics which could be expected to result in superior performance on the job. Quality ranking factors will not be used for screening, but may be used as ranking criteria. Applicants with higher proficiency levels may rank above those with lower proficiency levels on a quality ranking factor. You will be rated on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs) as part of the assessment questionnaire for this position:
- Knowledge of professional engineering principles, practices, and methods. - Knowledge of resource utilization and management, related to engineering projects. - Ability to coordinate and manage a full range of construction projects. - Ability to provide engineering advice concerning a variety of facilities management issues and serves as technical advisor to the Chief of Engineering. PHYSICAL REQUIREMENTS:
The work of this position is primarily sedentary, although some physical effort may be required in walking, standing, carrying light items such as manuals or briefcases, and traveling by motor vehicle. The work environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, training rooms, and libraries. The work area is adequately lighted, heated, and ventilated. There may be occasional exposure to moderate risks or discomforts in storage areas or at hazardous waste sites.
