Supervisory General Engineer (Deputy Chief)

Major duties include but are not limited to; Initiates, shapes, and sets policy, procedures, standards, and goals for the Facilities Management program. Develops and applies an internal program of management review, appraisal and improvement. Establishes priorities and maintains a complete inventory of all the facility's systems and equipment in accordance with regulatory standards. Responsible for providing professional engineering direction to comply with legislative and accrediting requirements at the Medical Center. Coordinates Facilities Management activities with other Service and Care Line organizations in the Medical Center. Develop staffing guidelines, construction prioritization methodologies, technical review of project applications, and operating budget allocation. Prepares and submits departmental operating and capital budgets, monitors budget performance and creates variance reports and improvement or mitigation plans as performance and circumstances dictate. Formulates, implements, coordinates, and controls comprehensive facility improvement programs. Supervises the Engineering Project Section Chief who oversees the submission of accurate, detailed project applications to ensure successful funding requests and the adequacy of the design. Supervises the Supervisory General Engineer of Operations who oversees the five (5) maintenance Shops which has 70 reporting employees who work in various shops (mechanical, electrical, plumbing, boiler plant, carpentry, etc.). Supervises and oversees the Clinical Engineering Department which has 12 reporting employees who maintain and manage the Clinical Engineering Inventory for the entire medical center and ancillary CBOCs. Inspects completed work for professional adequacy, identify deficiencies and prepares estimates for maintenance, repair, and capital projects. Maintenance and repair of the physical plant, Utility Acquisition and Distribution (steam, electricity, water, sewer, medical gases, etc.). Provides for formal and on-the-job training and instruction for staff. Establishes performance standards and evaluates the performance of subordinate supervisors. Reviews recommendations for hiring, promotion, and adverse actions made by subordinate supervisors. Work Schedule:

The work is primarily sedentary, although some physical effort may be required, e.g., walking, standing, carrying light items such as manuals or briefcases, or driving or traveling by motor vehicle. To qualify for this position, applicants must meet all requirements by the closing date of this announcement 12/10/2020. BASIC REQUIREMENT:
A bachelor's degree in professional engineering from a school of engineering whose curriculum is accredited by the Accreditation Board for Engineering and Technology (ABET), or included differential and integral calculus and courses (more advanced than first-year physics and chemistry) in FIVE of the following seven areas of engineering science or physics:
(a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields; (f) nature and properties of materials (relating particle and aggregate structure to properties); (g) any other comparable area of fundamental engineering science or physics such as optics, heat transfer, soil mechanics, or electronics. You must submit copies of your transcripts so that this educational requirement can be verified. OR A combination of education and experience, i.e. college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. ( The adequacy of such background is described in the qualifications section of this announcement. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
(1) key managerial advisor and a member of the facility's top management team and is relied on for authoritative advice on most, if not all, aspects of matters regarding the management of the facility; (2) Participates in the majority of significant management planning, policy, and decision-making actions of the Medical Center; (3) provides support and assistance in developing Medical Center-wide policy, procedures, and resource allocations; (4) Participates in formal and informal management sessions, including policy review and advisory boards or committees whose functions are not related to facilities management concerns. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
